I have quite a standard opinion about icon prizes and it's between 5-10$ and maybe up to 15 if there's something extra to it. Like animation or pixel art.

0 to 5 bucks Personally I'd find that a bit insulting to give a artist that rate for that detailed of work. 15 to 20 sounds reasonable given the detail of the work. You could go lower if they request multiple icons.

15 - 20. I'm quite torn, actually. I am aware that even something as "insignificant" as an icon still takes quite a lot of time and effort for the artist to get looking good. However I am equally of the thought that icons are a very ephemeral sort of thing, almost considered by some as "disposable".

However I would err on the side of paying the artist what they are worth. And realistically even at around $20 that is still a very good price for the work that goes into it when you consider what a professional artist would charge.
